Clan of the Wroshyr Articles of Government

As is the tradition of our kind, we honor not only our household family, but also our extended family. On our homeworld of Kashyyyk, these extended families were called Clans. Since the blockade of our homeworld by the Empire, we have all been removed from our homes, our families, and our clans. Isolated, we have drifted the galaxy for years waiting for chance to allow us the opportunity to return home. At last, a small band of Wookiees decided to take fate into their own hands. Banding together to provide a family and a home to all of Kashyyyk’s exiled sons and daughters, hope was returned to these proud people. Based on the old ways, these Wookiees changed from an honor family, to a Clan in every sense of the word. This, then, is a document combining time-honored traditions and democratic ideals of the Wookiee to create the rules of law for this new Clan: The Clan of the Wroshyr.

Article I. Article of Authority.

As on Kashyyyk, the Clan is ruled by a small group of wise and revered Wookiees known as Elders. In this Clan, the same is true. All power comes directly from the Elders. It is the Clan’s responsibility to follow the lead of the Clan Elders, and it is the Elders responsibility to ensure the survival and prosperity of the Clan. For the Clan of the Wroshyr, this authority can be divided into three distinct areas.

Council Authority: The most important decisions facing the clan require all of the wisdom available. These decisions must be made by all of the Elders, at a Council meeting where these items are discussed, meditated on, and finally decided. A strong majority of the Elders (66%) is required to pass any council decision. The decisions are only made to change what currently is in place, and if a strong majority is not reached, things remain as they are without change. Council authority decisions are as follows:

• Adding and Removal of Elders
• Adding and Removal of Wookiees to the Clan
• Adding and Removal of Sages (see Proxy authority)
• Declarations of War
• Signing of Formal Treaties and Alliances
• Major decisions regarding village (relocating, characteristics)

Proxy Authority: The day to day operations of a thriving Clan require many people. The Elders simply cannot lead at every time, and at every place. As a result, from time to time, the Elders will grant “Authority of the Elders” to a non-Elder. These individuals are called Sages, and likewise are highly respected and revered in the Clan. Sages power is unquestioned, and can only be overridden by an Elder. A Sage is considered a permanent officer in the Clan, and can only be removed by a council decision. For every Sage appointed, a separate Article is required to outline their powers. Four Sages have been appointed by the Council at this time, and are as follows:

Sage of War- This is the supreme commander of all Clan military forces.
Village Sage- This is the mayor, and makes most decisions regarding the actual village.
Diplomatic Sage- This is the Ambassador, and is responsible for all negotiations with others.
Sage of Freedom- Perhaps the most important, this Sage is responsible for bringing new Wookiees into the Clan to one day restore freedom to Kashyyyk.

Elder Authority: Everything not covered by either Council Authority or Proxy Authority is by definition a standard Elder decision. Any one Elder may speak on behalf of the entire Clan, and make a decision that is binding to all. Any member of the Clan may request an Elder decision and the Elder must as promptly as possible respond. The Clan values the integrity and importance of each individual Wookiee. As such, a Wookiee may request a decision of any appropriate authority (i.e. Council or Proxy) and that too should be acted upon as quickly as possible.

Amendment A. Committee Judgement.
When an Elder majority decision (66%) is unable to be reached due to the existence of less than 3 Elders, the Clan shall come under Committee Judgement, whereby Council decisions shall be voted upon first by the 4 Clan Sages, then by remaining Elders. Elders shall weigh Sages' advice, but shall reserve final judgement. Committee Judgement shall remain in effect until such time as a full 3-member Elder Council is restored.

Article II. Article of War.

The Sage of War (General) is given Proxy authority (i.e. the authority of an Elder) in all matters relating to military force. The limitations on his power are as follows:

1. His powers extend only to actual combat. Peace and alliances are the responsibility of the Diplomatic Sage.
2. War is to be declared only by a vote of the Elders. Using the USA as an example, this implies that military police action CAN be initiated by the Sage without the immediate consent of the Council, but unlike the USA, the Council must vote on whether or not hostilities continue (i.e. War is declared) or if they should cease (request sent to Diplomatic Sage to sue for peace).
3. Once War is declared, all decisions are made by the Sage of War. He designs his ranks, coordinates training, and plans offensives. He may, and should, have ranking officers below him to help with the coordinating of the military forces.
4. Raids or events (in other words, things NOT dealing with PvP) are completely up to the Sage of War. He may launch and coordinate these at will.
5. All Rebel bases, turrets, etc are the responsibility of the Sage or his deputies (ie officers). These may be placed by any citizen, of course.

Amendment A. Village Armory Officer.
The Sage of War shall have a Village Armory Officer appointed by the Council to serve under the Ministry of War, reporting directly to the Sage of War. The Village Armory Officer is responsible for maintaining proper levels of equipment and supplies for the Clan, in both military and civilian capacities, in war time and peace. The Village Armory Officer has 3 primary duties:

1. Ensure all members have access to the Clan Weaponsmith. In the event the Clan does not currently recognize a Clan Weaponsmith, the Village Armory Officer shall be responsible for finding and maintaining a mutually-beneficial working relationship with an outside vendor.
2. Ensure all members have access to the Clan Armorsmith. In the event the Clan does not currently recognize a Clan Armorsmith, the Village Armory Officer shall be responsible for finding and maintaining a mutually-beneficial working relationship with an outside vendor.
3. Ensure all members have access to the Clan Chef. In the event the Clan does not currently recognize a Clan Chef, the Village Armory Officer shall be responsible for finding and maintaining a mutually-beneficial working relationship with an outside vendor.

Article III. Civic Article.

The Village Sage is given proxy authority (i.e. the authority of an Elder) in all matters relating to the running of the village. The constitutional limitations on that power are as follows:

1. His power extends ONLY to the running of the village.
2. Village Sage may request aid from his militia (deputies) and the Elders. The Village Sage (Mayor) may designate whatever offices he requires to complete his assigned task.
3. Redistricting is at the discretion of the Village Sage, but must be approved by the Council.*
4. City Buildings can also be recommended by the Sage, but must be approved by a council vote.*
5. City specialization is decided by the Elders. It is the Village Sage's responsibility to let the council know when this can take place.
6. It is the Village Sage’s prerogative to recommend a tax or not, as the voters will likely decide this Sage's fate. However, funding MUST be provided. If it becomes required, the Elders have the power to step in and enforce a tax, but will do so only if it is absolutely necessary for the village to function.
7. The Village Sage is also responsible for coordinating events for the village such as Life Day or other celebrations, but it is expected that all of the Clan will participate in planning these events. In other words, the Sage makes sure things get done, but he is not expected to do all required tasks on his own.
*Whether or not the Village Sage wants to design these plans himself, or enlist the aid of others, is entirely up to the discretion of the Sage. The only thing required is that the final plan must be approved by a Council vote.

Article IV. Article of Diplomacy.

The Diplomatic Sage is given proxy authority (i.e. the authority of an Elder) to evaluate relationships and conduct negotiations with outside organizations on behalf of the Clan. The constitutional limitations on that power are as follows:

1. Formal Alliances must be approved by a vote of the Elders, but who is contacted, what the extent of the alliance is, how long an alliance lasts, etc. are ALL negotiated by the Sage.
2. The Diplomatic Sage has the authority to enact a Pact of Friendship on behalf of the clan until the Council votes. Once the Council votes, that pact is changed to either a formal alliance, or it is nullified.
3. The Diplomatic Sage has full authority to conduct mutual protection pacts, formal alliances, trade agreements, etc. Once the proposition is finalized, he submits it to the Council who vote to pass or overturn the negotiations.
4. The Diplomatic Sage may appoint officers to help him with his assigned task as he sees fit.
5. The Diplomatic Sage is responsible for determining whether or not intelligence needs to be collected, but when it comes time to act on that intelligence, an Elder must be contacted. A Council decision is not required here because time is critical in this area. If an Elder is not available, the sage or his officer may act on proxy authority, but an email should be sent to the elders notifying them of the action.

Article V. Article of Freedom.

The Sage of Freedom is given Proxy authority (i.e. the authority of an Elder) in all matters relating to the membership of the Clan. The limitations on his power are as follows:

1. Any removal or formal addition of members MUST be decided by council vote.
2. The Sage of Freedom may use whatever outside source he feels is appropriate to grow the Clan (message boards, emails, groups), and is authorized to speak on behalf of the Clan.
3. The Sage may develop differing levels of membership WITHOUT Elder approval. (i.e. inactive, probationary, initiate)
4. The Sage of Freedom may ask any of the Clan to help with recruiting efforts, including the Elders. It is hoped the members of the Clan will graciously accept.
5. The Sage of Freedom may appoint whatever individuals he requires to help him carry out his assigned task.
